<p>We are honoured to host NERA's 38th Annual Congress, which will take place the 11-13 March, 2010 at Malmö University, the School of Teacher Education.</p>
<p>The five scholars we have invited as keynote speakers and/or participants of the panel discussion are all experts in the area of Citizenship Education.</p>

<p>The Congress will be held at Orkanen (the Hurricane), Malmö University's new building that houses Teacher Education and the main library.</p>

<h4>Congress language</h4>
<p>The congress language is English. Abstracts are always in English. It is possible to present a paper in one of the Nordic languages but it must be clearly announced in the program. Presentations in the Nordic languages will be placed at the end of sessions.</p>

<h4>Congress Theme</h4>
<p><strong>Active citizenship in local, regional and global perspectives: Critical and interdisciplinary approaches.</strong></p>
<p>NERA 2010 has a particular focus on active citizenship. Active citizenship and citizenship education have often been seen as having the potential to empower individuals, to both use opportunities to participate in public life at various levels, and to meet their civic obligations. The benefits of citizenship education and the development and exercise of active citizenship can thus be seen as the ability to consider differing perspectives and divergent values from individual to group level, from local to global level, and to take action on political and ethical decisions that are often controversial, concerning, for example, environmental issues and social justice.</p>
<p>How do people in various social and historical contexts define active citizenship and why? Who is participating in or being excluded from deciding on the definitions? In what ways do experiences of social and educational marginalisation or exclusion have an affect on the practise of active citizenship? We welcome educational research from different disciplines, giving perspectives on active citizenship and related topics such as diversity, ethnicity, environmental issues, identity issues, intercultural issues etc.</p>

It will be held on March 6 – 8, 2008, in Copenhagen. The School of Education at the University of Aarhus will host the Congress at its campus, which is located in Copenhagen.

The inspiring academic programme will offer you up-to-date inputs around the conference theme, which I am confident will be relevant to most if not all colleagues. In addition, the social programme will offer you great opportunities to maintain and extend your networks. The programme will consist of keynote sessions, paper and poster sessions as well as symposiums. Furthermore there will be a pre-conference for Ph.D-students.

And last, but not the least, Copenhagen will as always have plenty to offer you in terms of culture, entertainment, fun and good food.

<div align="center"><strong>The new goal-orientation of research strategies</strong></div>

<strong>Is educational research in the Nordic countries being swallowed up by transnational goal-oriented economy discourses?</strong>

“Evidence based practice”, “Modus 2 research“, “more quantitative and internationally comparable research”, “more immediate utility of re-search to educational practice and to business”… These are but a few of the demands that signify a new goal-orientation of research strategies, which is gaining strong momentum in Nordic educational research. 

Research strategies and grants have become increasingly dependent upon demands from outside the research community, where government strategic priorities and dependence upon external financing play major roles. These demands are often marshalled into standardized quality assurance denominators that build upon a vision of excellence and relevance that is closely connected to market thinking.

How does the new goal-orientation of research strategies express itself in educational research in the Nordic countries? Is it being experienced as fruitful or detrimental to dealing with the challenges of educational research and education? Does there exist a particular Nordic approach to these globalising tendencies? Or, are Nordic countries simply being swallowed up in these broader transnational tendencies? 

The inspiration to the new research strategies has largely come from the USA, UK, Australia and New Zealand, and from trans-national agencies like the OECD, WTO (GATS), World Bank and EU, and often refers to the so-called knowledge economy discourse. It represents an increasing interest in universities, education and research from government and business. Research and education are conceived of in market terms and therefore under pressure to become competitive on the global research and education markets. On the one hand this represents globalisation. On the other hand it means standardization.

<h2>General Information</h2>
<strong>Congress Site</strong>
The Congress will be held at The Danish University of Education. The University is situated in the northern part of Copenhagen, next to the S train station Emdrup.

<strong>Congress Language</strong>
The official languages of the Congress are the Nordic languages and English. The Plenary sessions are in English. Parallel sessions and symposia can also be in the Nordic languages. No interpretation will be provided.

The Second Announcement will give further information about the Call for abstracts and the Preliminary Programme. It will also include a Congress Registration Form, which will be available via the Congress web site as well.
