The congress aims to provide an interdisciplinary forum for approaching an enhanced understanding of rights in the fields of education, education policy, and education research. NERA 2011 seeks to combine academic expertise and pedagogical perspectives, including those of human rights education. Recent decades have seen the global spread of a human rights ethos. Its impact can be observed in the extensive development of, for example, international human rights instruments and the worldwide public adoption of human rights discourses. Indeed, people seeking access to social and political resources increasingly frame their claims in the language of human rights. Rights discourses play an important role in emancipatory struggles and in the practices and methods of governance. The language of the rights discourses is adopted by a variety of actors, despite the fact that they articulate competing conceptions and interpretations of human rights. Consequently, the ambivalences and tensions inherent to rights talk have long been the subjects of scholarly attention. It is possible to present a paper in one of the Nordic languages. Presentations in the Nordic languages are placed at the end of sessions and the use of a Nordic language is announced in the programme. Types of sessions Paper session Papers are oral presentation lasting 15 -20 minutes, plus 10 minutes for discussion. Papers focus on an ongoing or completed research. Symposium A symposium session builds on a theme and is proposed and planned by a symposium organizer. The papers here thus focus on a common theme. A symposium has a chair (often the organizer) and one or more discussants, who have read the papers in advance. 90 minutes will be allocated for each session. Some symposia will run over more than one session. The symposium coordinator will decide how the symposium is to be organized and the time allotment for each presentation. It is recommended that at least two different countries/national perspectives must be represented within the papers presented in the symposium. The symposium needs to be handed in as one submission with a description of the symposium (500 words) and a list of all abstracts for all papers linked to it (200 word abstract per paper). A chair and a discussant need also to be named on the proposal. Four weeks prior to the conference the chair also needs to provide the discussant with a full set of abstracts of papers within the symposium. Poster session Posters are graphical presentations which will be displayed during the whole congress and presented in a special poster session. Presenters will be asked to be available at the poster session to answer questions from other congress delegates. The final size of the poster is A0 (95cm x 120 cm). . All presenters of oral presentations are asked to provide a written text, summary of the presentation or handouts of the power point presentation to be given to the chair and the audience of the session. General guidelines of proposals Use Arial font, size 12 points. The margins of your proposal should be 3, 17 cm. More information on the outlook of your proposal will be provided in the electronic submission system. Please, follow the instructions. The proposal you have sent in the electronic submission system cannot be altered later. NERA guidelines for writing Abstracts (an individual paper for a paper session) The abstract contains max. 400 words and is organized in following way: Name of the first choice of network: (NERA networks on NERA's website: http://www.nfpf.net/ ) Name of the second choice of network: 1. Title of the symposium 2. Chairperson's full name, current position and institutional affiliation, mailing address, phone number and email address 3. Full name of all authors in the symposium, current position and institutional affiliation, mailing address, phone number and email address 4. Research topic/aim/theoretical framework 5. Methodology / research design 6. Expected findings /conclusions 7. Key words: 3 -5 key words All proposals will be evaluated anonymously by the scientific board of the Congress. Notification of the acceptance by 8 December 2010.

Congress theme
Is educational research in the Nordic countries being swallowed up by transnational goal-oriented economy discourses?
“Evidence based practice”, “Modus 2 research“, “more quantitative and internationally comparable research”, “more immediate utility of re-search to educational practice and to business”… These are but a few of the demands that signify a new goal-orientation of research strategies, which is gaining strong momentum in Nordic educational research.
Research strategies and grants have become increasingly dependent upon demands from outside the research community, where government strategic priorities and dependence upon external financing play major roles. These demands are often marshalled into standardized quality assurance denominators that build upon a vision of excellence and relevance that is closely connected to market thinking.
How does the new goal-orientation of research strategies express itself in educational research in the Nordic countries? Is it being experienced as fruitful or detrimental to dealing with the challenges of educational research and education? Does there exist a particular Nordic approach to these globalising tendencies? Or, are Nordic countries simply being swallowed up in these broader transnational tendencies?
The inspiration to the new research strategies has largely come from the USA, UK, Australia and New Zealand, and from trans-national agencies like the OECD, WTO (GATS), World Bank and EU, and often refers to the so-called knowledge economy discourse. It represents an increasing interest in universities, education and research from government and business. Research and education are conceived of in market terms and therefore under pressure to become competitive on the global research and education markets. On the one hand this represents globalisation. On the other hand it means standardization.

Congress SiteThe Congress will be held at The Danish University of Education. The University is situated in the northern part of Copenhagen, next to the S train station Emdrup.
Congress Language
The official languages of the Congress are the Nordic languages and English. The Plenary sessions are in English. Parallel sessions and symposia can also be in the Nordic languages. No interpretation will be provided.

The Second Announcement will give further information about the Call for abstracts and the Preliminary Programme. It will also include a Congress Registration Form, which will be available via the Congress web site as well.
